JOE BUSHNELL
Joe Bushnell is a proud Tacoma native, lifelong community advocate, and public servant dedicated to creating a city that works for everyone. Born to a refugee mother and a small business owner father, Joe grew up with a deep appreciation for resilience, hard work, and the power of community.
Elected in 2021 as Tacoma’s – and Washington State’s – first Cambodian-American Councilmember, Joe represents District 5, which encompasses South Tacoma, the South End, and East Tacoma. As a U.S. Marine Corps Combat Veteran, Joe spent over a decade serving his country, developing strong leadership and logistical expertise. After his military service, he continued to serve his community by advocating for small businesses, working with the Washington Hospitality Association, and volunteering with local organizations.
Joe’s leadership on the Tacoma City Council is reflected in his active participation on key committees and boards:
City of Tacoma: Vice Chair of the Government Performance and Finance Committee; Member of the Community and Economic Development Committee.
Regional Boards: Chair of the Puget Sound Clean Air Agency; Vice Chair of the Tacoma-Pierce County Health Department; Member of the South Sound 911 Board of Directors, Puget Sound Regional Council Growth Management Policy Board and Economic Development District Board.
State and National Boards: National League of Cities Military Communities Council; National League of Cities Asia Pacific American Municipal Officials Committee; Association of Washington Cities Large City Committee.
Beyond policymaking, Joe remains deeply committed to grassroots community service. He supported the creation of City Council internships and summer shadow opportunities for students and championed grants for local non-profits. He previously served as Chair of the South Tacoma Neighborhood Council and has been an active volunteer with neighborhood cleanups, tree planting projects, and the Toys for Tots program.
A graduate of Stadium High School and The Evergreen State College, where he studied political science and economics, Joe is passionate about fostering a more inclusive, sustainable Tacoma. Whether advocating for community priorities, representing Tacoma on regional boards, or lending a hand at a local volunteer event, Joe’s mission is to build a stronger future for every resident.
To the right: Joe and his wife Almirah recently married.
ISSUES
JOBS
Tacoma’s journey toward economic resiliency has been challenging, but we’ve achieved important milestones to support local businesses and strengthen our economy.
Housing Affordability & Homelessness
We’ve taken bold steps to tackle Tacoma’s housing affordability crisis by passing two landmark pieces of legislation.
Public Safety
One of the biggest concerns I heard from residents was frustration with the lack of timely police responses to 911 calls. Since taking office, we’ve made significant strides in addressing this issue.
